SUMMARY:Reintegration Therapy
DESCRIPTION:Amelie Bracher will present an overview of the clinical work with this specialized population and will explain key clinical “non-negotiables’ and strategies that help therapists and legal professionals define the collaborative process. We will discuss how  to establish a clear mandate\, informed consent and commitments for reintegration or multi-faceted family therapy\, establish (and maintain!) clinical alliance with resistant family members\, how to create an effective structure for intervention and effective pathways to resolution and success. We will look at how to manage and transform typical forms of resistance –  most of all\, managing the ever recurring family question “should we be doing this?” – and learn to recognize and address therapy-interfering factors that lie outside of the clinical role. Clinicians will learn how to fine-tune requirements and commitments to protect their own practice and set a case up for success. Prior to that he served as a District Court Magistrate from March 2019 to May 2021.  Prior to being appointed\, he was a part-time magistrate for the City & County of Denver\, a judge pro-tem for the City of Westminster\, and a criminal defense attorney.  Magistrate Collins began his legal career as an intern with the Boulder District Attorney’s office.  He became a deputy district attorney upon graduating law school\, where he remained for three years.  After that\, he was the founding partner of the Boulder law firm Collins\, Rafik & Jacobson\, where he remained until his Boulder District Court Magistrate appointment.  He received his undergraduate degree from Davenport University in Grand Rapids\, Michigan and his law degree from the University of Denver College of Law. \nJudge Gunning was appointed as a District Court Judge in October 2022. His prior judicial officer experience includes service as a District Court Magistrate in the 20th Judicial District from 2013-2019\, as an Administrative Law Judge with the State Personnel Board from 2011-2013\, and as a relief Municipal Court Judge for the cities of Boulder and Westminster from 2019-2021.  Judge Gunning also served as a mediator\, arbitrator\, and special master with the Accord ADR Group from 2019-2022.  He practiced civil litigation with Maxfield Gunning\, LLP (2019-2021)\, Silverstein & Pomerantz\, LLP (2004-2011 & 2021-2022)\, the Boulder County Attorney’s Office (1999-2004)\, and Victor F. Boog\, P.C. (1996-1999).Judge Gunning also serves as an Adjunct Law Professor at the University of Colorado Law School.  He received his undergraduate degree from the College of William & Mary (1990) and his law degree from the University of California\, Berkeley (1993). \nMagistrate Johnson was appointed as District Court Magistrate in July 2021.  Prior to his appointment he was in private practice focusing on family law and criminal defense at the Bagley Law Firm and later\, Caplan & Earnest.  Before entering into private practice he was a prosecutor for over 20 years in Boulder County.  During his time there\, he served as the Chair of the Domestic Violence Management Board.  He taught statewide and nationally in a variety of areas including domestic violence\, sexual assault\, trial skills\, and cybercrimes.  Magistrate Johnson graduated from the University of Colorado School of Law and was admitted to the Colorado Bar in 1997.  Magistrate Johnson’s docket consists of domestic relations matters\, including temporary orders regarding financial matters\, modifications of child support and maintenance\, as well as name changes of minors and adoptions. \nMagistrate Kelley was appointed as a District Court Magistrate in 2023. She previously practiced as a solo practitioner and owner of The Kelley Law Firm and specialized in the criminal defense of indigent adults and juveniles through the Office of Alternate Defense Counsel. Magistrate Kelley worked for the Denver trial office of the Office of the Public Defender prior to entering private practice. Magistrate Kelley received her undergraduate degree from Bowdoin College and her law degree from the University of Colorado School of Law. \nJudge Mulvahill was appointed to the bench in October 2009.  Prior to his appointment\, he was the managing partner at Chambers Dansky & Mulvahill LLC\, a litigation practice in downtown Denver.  Before entering private practice\, he was a Deputy District Attorney in the Denver District Attorney’s Office and the Chief Prosecutor/Deputy City Attorney in the Lakewood City Attorney’s Office.  He is a graduate of the University of Colorado School of Law and St. John’s University. \nDr. Tania Papp currently serves as the Family Court Facilitator for the 20th Judicial District. Prior to this role\, she was the Self-Represented Litigant Coordinator in Boulder\, Colorado\, and an associate attorney at Dantas Silva Advogados Associados. Options addressed include co-habitation agreements for not-yet-married couples\, premarital agreements\, marital agreements\, and legal separation\, as well as initial steps of supporting children through parental relationship crisis\, parenting time suggestions\, and causing the least amount of damage and stress to a family during this time. DESCRIPTION:Mark your calendar for April 3rd when Judges Hartman and Langer and Magistrates Johnson and Kelley will lead the panel in a question/answer panel format answering questions from the community regarding domestic relations. \nThis presentation is a unique opportunity for dialogue between domestic relations judges and the lawyers\, parenting evaluators\, mediators\, parenting supervisors\, therapists and other domestic relations professionals that make up BIDC. This is a crucial touch point between those working on DR cases and those adjudicating such cases. \nQuestions from the membership will be directed to the panel and divided amoungst the judicial officers based on their interests. This is an engaging and informative annual event. \nDistrict Court Judge Bruce Langer is a former long-time prosecutor with the Boulder County District Attorney’s Office. He received his juris doctor from the University of Colorado School of Law in 1994. His undergraduate degree in journalism was also conferred by the University of Colorado. He was employed as a reporter for the Boulder Daily Camera before attending law school. \nJudge Andrew Hartman was appointed District Judge in 2013 by Governor John Hickenlooper. Boulder County voters retained him in 2016 and 2022 with approximately 80% support. Previously\, he practiced law for 20+ years\, chairing the Colorado litigation practice at Cooley LLP and serving as general counsel for Keen\, the popular footwear company. Judge Hartman is active in the CU community where he was the law school’s first Director of Experiential Learning\, taught for 12 years\, and served on the Board of the Leeds Business School’s Deming Center Venture Fund. He is dedicated to the justice system and chaired an interagency task force that safely resumed jury trials after the pandemic lockdown. Judge Hartman presided over Boulder’s first pandemic era felony jury trial\, a homicide case that resulted in a conviction. Judge Hartman graduated from Georgetown University law school with honors\, and the University of Michigan. Judge Hartman was admitted to the bar in 1989. \nMagistrate Johnson was appointed as District Court Magistrate in July 2021. Magistrate Johnson graduated from the University of Colorado School of Law and was admitted to the Colorado Bar in 1997. Magistrate Johnson’s docket consists of domestic relations matters\, including temporary orders regarding financial matters\, modifications of child support and maintenance\, as well as name changes of minors and adoptions. \nMagistrate Kelley was appointed as a District Court Magistrate in 2023. DESCRIPTION:Presented by Erin Shannon (she/they)\, Director of Advocacy and Education at Safehouse Progressive Alliance for Nonviolence (SPAN) \nExposure to domestic violence is a leading cause of adverse childhood experiences. Research confirms that allegations of domestic violence and child abuse are often discounted when raised in child custody litigation\, even when credible claims of abuse are presented to fact finders. This workshop will provide training in identifying and understanding the nuance present in families experiencing domestic violence\, especially when it comes to risk factors and escalating lethality. The workshop will also discuss ways in which a trauma-informed lens can lead professionals who are involved in child custody proceedings to a deeper understanding of coercive control and the traumatic effects of family violence on children\, adults and families. \nSPAN is a human rights organization committed to ending violence against adults\, youth and children through advocacy\, support\, education and community organizing. SPAN has supported survivors of domestic violence in Boulder and Broomfield Counties for over 40 years. DESCRIPTION:Presented by:\nKathleen McNamara\, PhD\n \n\nThe new “AFCC Guidelines for Parenting Plan Evaluation in Family Law Cases” are an update to the 2006 “Model Standards for Practice of Child Custody Evaluation.”  \nDr. McNamara was the Reporter for the task force that developed the Guidelines.  She will discuss how the Guidelines were developed\, what they mean for practice\nand how they serve to protect both evaluators and families.\n\n\nThe learning objectives for the program are:\n\nBy the end of the program participants will be able to:\n1. Describe the purpose of the guidelines.\n2. Describe how the guidelines fit with Colorado law\, Colorado’s CJDs for CFIs and PREs\, and other practice standards and guidelines.\n3. Describe at least three key points from the new guidelines.\n4. Explain whether the guidelines are a shield or sword for evaluators.\n\n\n\n\nDr. McNamara is a licensed psychologists in private practice in Fort Collins\, specializing in counseling and forensic psychological services.  She has conducted hundreds of parenting plan evaluations and was the reporter for the 2022 AFCC Guidelines for Parenting Plan Evaluation in Family Law Cases. Dr. McNamara was a tenured Associate Professor in the Department of Psychology at  Colorado State University for fourteen years.  She is past president of COAFCC and was named COAFCC’s 10th Anniversary Honoree for service to the chapter. DESCRIPTION:Judges Hartman\, Langer & Mulvahill and Magistrate Haenselman and Johnson will lead the panel in a question/answer panel format answering questions from the community regarding domestic relations. \nThis presentation is a unique opportunity for dialogue between domestic relations judges and the lawyers\, parenting evaluators\, mediators\, parenting supervisors\, therapists and other domestic relations professionals that make up BIDC. This is a crucial touch point between those working on DR cases and those adjudicating such cases. \nQuestions from the membership will be directed to the panel and divided amoungst the judicial officers based on their interests. This is an engaging and informative annual event. \nAndrew Hartman – 20th Judicial District Judge\nJudge Andrew Hartman was appointed District Judge in 2013 by Governor John Hickenlooper. Boulder County voters retained him in 2016 and 2022 with approximately 80% support. Previously\, he practiced law for 20+ years\, chairing the Colorado litigation practice at Cooley LLP and serving as general counsel for Keen\, the popular footwear company. Judge Hartman is active in the CU community where he was the law school’s first Director of Experiential Learning\, taught for 12 years\, and served on the Board of the Leeds Business School’s Deming Center Venture Fund. He is dedicated to the justice system and chaired an interagency task force that safely resumed jury trials after the pandemic lockdown. Judge Hartman presided over Boulder’s first pandemic era felony jury trial\, a homicide case that resulted in a conviction. Judge Hartman graduated from Georgetown University law school with honors\, and the University of Michigan.  Judge Hartman was admitted to the bar in 1989. \nBruce Langer– 20th Judicial District Judge\nDistrict Court Judge Bruce Langer is a former long-time prosecutor with the Boulder County District Attorney’s Office. He received his juris doctor from the University of Colorado School of Law in 1994.  His undergraduate degree in journalism was also conferred by the University of Colorado.  He was employed as a reporter for the Boulder Daily Camera before attending law school. \nThomas F. Mulvahill – 20th Judicial District Judge\nJudge Mulvahill was appointed to the bench in October 2009.  Prior to his appointment\, he was the managing partner at Chambers Dansky & Mulvahill LLC\, a litigation practice in downtown Denver.  Before entering private practice\, he was a Deputy District Attorney in the Denver District Attorney’s Office and the Chief Prosecutor/Deputy City Attorney in the Lakewood City Attorney’s Office.  He is a graduate of the University of Colorado School of Law and St. John’s University. \nMonica Haenselman – 20th Judicial District Magistrate\nMagistrate Haenselman was appointed as District Court Magistrate in November 2015.  Prior to her appointment\, Magistrate Haenselman was an associate at the law firm of LaBuda & Associates\, specializing in domestic relations law\, and an associate at Sonnenschien Nath and Rosenthal\, in Chicago\, Illinois\, specializing in employment law and general commercial litigation.  Magistrate Haenselman is a 1991 graduate of Georgetown University Law center and a 1985 graduate of the University of Colorado.  Magistrate Haenselman’s docket consists of domestic relations matters\, including temporary orders regarding financial matters\, modifications of child support and maintenance\, as well as name changes of minors and adoptions. \nTimothy Johnson-20th Judicial District Magistrate \nMagistrate Johnson has been with 20th Judicial District since 2021. HIs duties includes discovery dispute hearings\, issuing case management orders\, conducting civil bench trials\, conducting weekend criminal bond hearings\, post-decree family law matters\, protection orders\, criminal records sealings\, and eviction hearings.

SUMMARY:Is There a Future For Parental Responsibility Evaluations in Colorado?
DESCRIPTION:This program will examine some of the history of PRE assessments locally and will explore changes to the practice over time. The presenters will examine how to encourage and support practitioners who perform these important assessments and will look at challenges faced by evaluators in our current environment. \nThe three expert presenters are: \nBob Backerman\, LCSW \nSince 1982 Bob has been a Clinical Social Worker and in private practice in Boulder. He conducts Individual therapy with adults and children\, marital and family therapy\, child and family investigations\, parental responsibility evaluations\, therapeutic parenting time\, mediation\, arbitration\, expert court testimony on child custody and child development\, presentations at seminars on child custody issues. He also has been a Social Worker in both the St. Vrain and Boulder Valley school districts and a Principal Social Worker\, Child Protection Program\, Boulder County Department of Social Services. \nLes Katz\, PsyD \nLes is a Licensed Clinical Psychologist in the State of Colorado. He received his doctorate degree from the University of Denver School of Professional Psychology in 1981 and has been licensed since 1984. He specializes in divorce and remarriage issues. He provides Parental Responsibility Evaluations\, Work Product Reviews\, and consultation to attorneys and mental health professionals. He co-developed (with Dr. Andrew Loizeaux) a 40 hour Child and Investigator Training Program which was offered from 2004 through 2011. For 5 years\, he served on the Colorado Psychological Association’s Ethics Committee. He chaired a Metro Denver IDC committee that developed guidelines for Custody Evaluators and chaired a committee that revised those guidelines. He co-chaired a MDIC committee that developed Special Advocate Guidelines. \nMarc Vick\, MA\, LPC \nMarc has been in private practice with a focus on divorce and post-dissolution matters since 1984. Part of his work for the first half of his practice was completing custody evaluations. Although it has been many years since doing this work\, Marc has continued to review many PRE and CFI reports and consult in various capacities\, reading an average of almost one evaluation a week. In addition to this work\, he has maintained a steady psychotherapy practice.
